Ghana protests to FIFA over referee in World Cup qualifying match against Uganda

The Ghana Football Association has protested to FIFA over the performance of referee Daniel Bennett in a World Cup qualifier against Uganda, saying he denied the Ghanaians a legitimate late goal and also a penalty. The GFA says it wants the game to be replayed.
Ghana and Uganda drew 0-0 in Uganda on Saturday, hurting Ghana's chances of qualifying for the World Cup next year in Russia. Egypt could take the qualifying spot from Group E if it beats Republic of Congo on Sunday. Ghana was emboldened by FIFA's unprecedented decision last month to order a South Africa-Senegal qualifier from 2016 to be replayed because of match-fixing by the referee. The Ghana federation says it wants FIFA to 'examine' the performances of Bennett and his assistant referees in its match. The GFA says it is questioning the disallowed 93rd-minute goal and penalty, as well as other decisions by the officials. Ghana had two goals disallowed for offside by Bennett of South Africa and assistant referees Eldrick Adelaide and Steve Marie, both of Seychelles. Frank Acheampong's appeal for a second-half penalty was also turned down. The GFA says it filed the protest with FIFA immediately after the 0-0 draw in Kampala.
FIFA ordered South Africa's 2-1 win over Senegal last November to be scratched out and the game replayed after Ghanaian referee Joseph Lamptey was found guilty of fixing for giving South Africa a penalty for a non-existent handball. Lamptey was banned for life, and the replay could help Senegal qualify for the World Cup. Burkina Faso, which could be denied a place in Russia because of the South Africa-Senegal replay, has appealed FIFA's decision, arguing that ordering a replay is unfair on the other teams in the group.

England to have no referees at World Cup for first time in post-war history

England are set to have no referee representation at next year’s World Cup for the first time in post-war history. Mark Clattenburg (photo), who retired from the Premier League list this summer, was on the pre-selected group drawn up by FIFA two years ago. But his money-spinning defection to Saudi Arabia looks to have ended any hope of the Euro 2016 Final referee officiating in Russia.
Fellow candidates Martin Atkinson and Andre Marriner, both 46, are also out of the running as they retire from FIFA’s international panel in December due to age constraints. Michael Oliver - the youngest referee to take charge of a Premier League game - is also likely to miss out. Despite being earmarked by the game’s governing body as a ‘prospective referee’, Oliver’s still waiting to be promoted to the Elite panel. It’s a blow to FA referees’ chief David Elleray, who is believed to have failed in an appeal to FIFA to add an English official to next year’s team.
England boasts an impressive track record of referees heading for football’s biggest global tournament. Four English referees (Reader 1950, Ling 1954, Taylor, 1974, Webb 2010) have taken charge of a World Cup final - more than any other country - with Howard Webb (photo) the last man to hold that honour. But news of their absence next year is a slap in the face for Webb and referee body PGMOL. Former World Cup referee Clive Thomas, who officiated at the 1974 and 1978 finals, said: “It’s a damning indictment of the standard of our referees. We used to lead the way, with Jack Taylor being the best. But now it seems we are following. Modern days’ refs in the Premier League make so many mistakes. Perhaps that’s due to them being more concerned about assessors in the stand than using their common sense to make decisions on the pitch”.

"Ghost goal" helped to qualify Panama and knock out USA

A new scandal threatens to rock FIFA after a goal was wrongly allowed to stand that helped to qualify Panama for the World Cup and knock out the United States. It follows on from the controversial goal by France, that involved Thierry Henry handling the ball in the build-up, Ireland that saw them qualify for the 2010 World Cup instead of their opponents. Later it was revealed that FIFA paid the Irish football federation 5 million euros to hush it up: "it was a payment so that we did not take legal action", said FAI president John Delaney.
Now there is another embarrassing situation for FIFA to deal with, where Panama qualified for their first ever World Cup but got their equaliser in the eventual victory over Costa Rica with a goal that should not have been allowed to stand. Gabriel Torres' shot did not even touch the goal line before hitting the post and then being cleared for a corner with the only excuse for referee Walter Lopez that he was unsighted. The win for Panama meant that they went to the World Cup, Honduras to the play-offs and the United States were eliminated while a 1-1 draw would have seen Honduras qualify, the United States go to the play-offs and Panama eliminated.
There are likely consequences with the United States and Honduras able to say they were prejudiced by the decision and could call for the game to be replayed which would have been unthinkable before but now in the present climate is not so implausible. In fact there is already a precedent as South Africa's game with Senegal was replayed due to the level of the refereeing. "FIFA should try and get the game repeated and even more so should ensure that this happens as there is already a precedent", said former FIFA assistant referee Rafael Guerrero. Panama, meanwhile, will say that in the build up to the 'goal' there was a clear penalty claim for a foul on Blas Perez that was waved away by the referee and that prevented him from knocking the ball into an open net.

First female referee to officiate at FIFA U-17 World Cup 2017

In line with FIFA’s objective to further develop women’s football, a new milestone has been achieved in India as Esther Staubli is set to become the first female referee to officiate a match at the FIFA U-17 World Cup 2017 following her appointment as the referee for the encounter between Japan and New Caledonia to be played on 14 October in Kolkata.
Staubli is one of seven women referees invited to the FIFA U-17 World Cup 2017 India where all the male and female match officials, nominated by FIFA’s Referees Committee, have completed a host of activities together in a series of seminars, including theoretical sessions in the classroom and practical sessions on the field of play. The benefits of joining forces are mutual when men and women team up to hone their interpretation, positioning and decision-making abilities. Another positive aspect is that the women referees have an opportunity to gain more experience. High-level competition matches are often limited during the year in their respective regions and so such opportunities are crucial as the referees prepare for the FIFA Women’s World Cup in 2019. In having the opportunity to now work together with their male colleagues at the FIFA U-17 World Cup India 2017, FIFA’s female referees are one step further in their preparation and in their careers at the top level. That FIFA has selected female referees for a men’s tournament is a logical consequence of an education programme that FIFA’s Refereeing Department started in 2016. The positive results and improvements seen in the joint preparations have shown that the time has come for elite female referees to officiate in men’s competitions together with their male colleagues.

CAF removed referee Bennett from Champions League after World Cup Qualifier blunder

The Confederation of African Football (CAF) have dropped South African referee Daniel Bennett from officiating in the Champions League second-leg semi-final clash between Nady Al Ahly and Etoile du Sahel.
Bennett, who was originally appointed to officiate in the crunch clash at the Borg el Aram Stadium, has been sidelined following his abysmal performance in the 2018 World Cup qualifier between the Cranes of Uganda and the Black Stars in Kampala last Saturday. Referee Bennett and his assistants denied Ghana a perfect goal in the 93rd minute with television replays showing that it was a perfect goal. The referee also denied Ghana a penalty earlier in the second-half when Ghana midfielder Frank Acheampong was brought down in the box. The Ghana Football Association has reported the referee and his Seychellois assistants to FIFA for their horrendous officiating. The beleaguered official has however been replaced by fellow South African referee Vitor Gomes to take charge of the tie. The clash is set for October 22, at the Borg El Arab Stadium in Alexandria.
