AFC zero tolerance policy on abuse towards match officials

The Asian Football Confederation (AFC) Disciplinary and Ethics Committee held an urgent meeting to deliberate matters which occurred in the AFC club competitions on May 31, 2017. The Committee emphasised that the physical integrity of match officials must be both respected and protected at all times.
In the AFC Cup match between Ceres Negros FC (PHI) vs Johor Darul Ta'zim (MAS), the Committee decided two cases. All other cases will be decided at a future meeting of the Committee. Johor Darul Ta’zim (MAS) player Mohd Farizal Bin Marlias was ordered to serve a twelve month match suspension and pay a fine of USD40,000. The match suspension shall be served on an Asia-wide basis (i.e. in all domestic, continental and international matches, whether friendly, non-official or official matches). Farizal was expelled by the referee for using his fists to push the referee in the chest, an act of violent conduct. After being expelled, the player used his fists to push the referee in the chest, used his hands to push the referee in the chest, used his hands to push the second assistant referee, used his shoulder to push the first assistant referee, and used his hands to push the fourth official as he exited the field of play, all actions which bring the game of football into serious disrepute. Johor Darul Ta'zim head coach Benjamin Mora Mendivil was ordered to pay a fine of USD7,000 for using insulting language at AFC staff and match officials after the match.
In the AFC Champions League match between Urawa Reds (JPN) vs Jeju United (KOR), the Committee decided on six cases, which include an expulsion in the 119th minute and a post-match incident involving the team official delegations of both clubs. A protest lodged by Urawa Red Diamonds (JPN) requesting that the AFC investigate the actions of a Jeju United FC (KOR) player was upheld. Jeju United FC (KOR) player Cho Yong Hyung was ordered to serve a six -month match suspension and pay a fine of USD20,000. The match suspension shall be served on an Asia-wide basis (i.e. in all domestic, continental, and international matches, whether friendly, non-official or official matches). Cho was expelled by the referee in the 81st minute after receiving his second caution in the match. Despite being expelled, he re-entered the field of play after the completion of the match during the post-match incident and used his hands to deliberately push the referee, an action which brings the game into serious disrepute. Jeju United FC (KOR) player Baek Donggyu was ordered to serve a three -month match suspension and pay a fine of USD15,000. The match suspension shall be served on an Asia-wide basis (i.e. in all domestic, continental, and international matches, whether friendly, non-official or official matches). Baek, an unused substitute, was expelled by the referee for running onto the field of play in the 119th minute in an unprovoked manner and deliberately striking an opponent player's face with his elbow, an act of violent conduct. Jeju United FC (KOR) player Kweon Hanjin was ordered to serve a two -match suspension and pay a fine of USD1,000. The match suspension shall be carried over to his next matches to be played in AFC club competitions. Kweon was expelled by the referee during the post-match incident for hitting an opponent player's face with his hand, an act of violent conduct. Jeju United FC (KOR) were fined USD40,000 and Urawa Red Diamonds (JPN) were fined USD20,000 for the participation of their team official delegations in a post-match brawl, actions which clearly brought the game into disrepute.

FIFA removes Qatari referee from World Cup qualifier

FIFA has waded into the escalating Gulf diplomatic crisis by removing Qatari referee Fahad Al-Marri (photo) from the 2018 World Cup qualifier Thailand – UAE, following a request from the United Arab Emirates. Instead, a referee from Singapore will take charge of the qualifier for next year's tournament in Russia. He will be assisted by a fellow Singaporean and two officials from Malaysia. The decision was taken due to the "geopolitical situation" in the region, FIFA told The Associated Press on Sunday, hours after its president, Gianni Infantino, was quoting as saying football's governing body should not "interfere in geopolitics." Qatar, which is hosting the 2022 World Cup, was isolated earlier this week by four Gulf nations, including the UAE, who accuse it of funding terrorism. "We can confirm that FIFA has replaced the match officials originally appointed for the said game," FIFA said in a statement to the AP. "The decision has been taken for sporting reasons and in view of the current geopolitical situation." In an interview with Swiss newspaper Le Matin published Sunday, Infantino expressed confidence that the regional rift would be resolved before Qatar hosts the Middle East's first World Cup in five years. "The essential role of FIFA, as I understand it, is to deal with football and not to interfere in geopolitics," Infantino was quoted as saying. Football bodies, including FIFA, will separate countries such as Armenia and Azerbaijan or Spain and Gibraltar in qualifying draws due to ongoing political disputes. Infantino said he is maintaining regular contact with the "highest authorities" in Qatar and the 2022 tournament's organising committee. "We are indeed facing a diplomatic crisis," Infantino said. "But on the other hand, I am confident that the region will return to a normalised situation. The World Cup is in 2022, in five years. Obviously, if football can make a small contribution, in any way. I will not hesitate to offer my help".

TSL will monitor all prospective World Cup referees

FIFA signed an exclusive contract with the Belgium company TopSportsLab (TSL) to monitor their 300 elite referees towards the 2018 World Cup in Russia and the 2019 FIFA Women's World Cup in France.
The pre-selected referees and assistant referees will be supervised daily by TSL. For several years, TopSportsLab has played a role in the guidance of referees worldwide. Football federations from different countries make use of the expertise of TSL. UEFA switched to TSL for Euro 2012 and 2016. In 2015, TSL was contracted by FIFA for the Women’s World Cup in Canada and were tested during Copa America, U-17 World Cup in Chile and the Olympic Games in Rio de Janeiro. Now there is also a collaboration for the 2018 World Cup. "Where's this going? We've been busy for a couple of years and we're already setting ourselves on this stage," says a proud CEO Alexander Janssen. "It also involves a load of responsibility, but this is what we sought. I am very proud of our young and passionate team of outstanding sports scientists who are all part of football. TopSportsLab is mainly focused on professional football teams, but we have also developed the support of referees in recent years under the guidance of expert Werner Helsen (Professor KU Leuven)".

The UEFA Referees Committee approved the referee categories for the first half of the season 2017-2018. The most significant changes occurred on the men’s and futsal lists. Makkelie (NED) and Zwayer (GER, photo) are the newest additions to the men’s Elite group, while Moen (NOR) and Nijhuis (NED) were demoted to the Second Category. Clattenburg (ENG) is no longer on the Elite list since he decided to leave UEFA for a job in Saudi Arabia. On the futsal list, Malfer (ITA), who had important FIFA and UEFA appointments within the last two years, was surprisingly demoted from Elite to First Category.

IFAB Play-Fair proposals: 60-minute matches, penalty goals

New proposals by the International Football Association Board (IFAB) could reduce the duration of a match from 90 to 60 minutes, with the clock stopped every time the ball goes out of play, and allow players to take a free kick or corner kick to themselves. Other changes include permitting free kicks to be taken with a moving ball, penalties being given if a goalkeeper handles a back pass and a penalty goal being awarded in the instance of a goal line handball, a law similar to one already practiced in rugby. There are also ideas for teams whose players’ mob referees to be docked points and for defenders to be allowed to receive the ball from a goal kick within the penalty area. A goal kick would follow a penalty kick, meaning there would be no opportunity for players to follow in and score from a rebound. This is proposed to stop the issue of encroachment, with the kick being given as missed if an attacking player encroaches and a retake being allowed if a defending player encroaches on a missed penalty.


Where have these proposals come from?
The ideas have been put forward to IFAB by stakeholders in the game to tackle "on-field issues" and form part of what it calls its "Play Fair strategy", which has three aims of: improving player behaviour and increasing respect, increasing playing time, increasing fairness and attractiveness.

Which plans need no law changes?
The document has put forward a number of radical ideas for discussion, but suggests some proposals can be implemented immediately without the need for law changes. Most of these apply to trying to combat time-wasting. The document says match officials should be stricter on the rule which allows keepers to hold the ball for six seconds and be more stringent when calculating additional time. Additionally, it suggests match officials stop their watch:
- from a penalty being awarded to the spot-kick being taken
- from a goal being scored until the match resumes from the kick-off
- from asking an injured player if he requires treatment to play restarting
- from the referee showing a yellow or red card to play resuming
- from the signal of a substitution to play restarting 
- from a referee starting to pace a free-kick to when it is taken.

Which plans are ready for testing?
Some of the proposals are already being tested. The idea of only allowing captains to speak to referees - to prevent match officials being mobbed – is currently being trialled at the Confederations Cup in Russia. Another proposal involves changing the order of kick-taking in penalty shoot-outs, known as 'ABBA'. It is similar to a tie-break in tennis, with team A taking the first kick, then team B taking two, then team A taking two. That is a change from the traditional 'team A, team B, team A, team B' pattern. New suggestions also include players who are being substituted leaving at the closest part of the touchline to them instead of at the halfway line.

Which ideas are up for discussion?
This is where it gets interesting. One of the proposals would allow players being able to dribble straight from a free-kick to "encourage attacking play as the player who is fouled can stop the ball and then immediately continue their dribble/attacking move". Other measures include:
- passing to yourself at a free kick, corner kick and goal kick
- a stadium clock which stops and starts along with the referee's watch
- allowing the goal kick to be taken even if the ball is moving
- a goal kick being taken on the same side that the ball went out on
- a "clearer and more consistent definition" of handball
- a player who scores a goal or stops a goal with his hands gets a red card
- a goalkeeper who handles a back pass or throw-in from a team-mate concedes a penalty
- the referee can award a goal if a player stops a goal being scored by handling on or close to the goal line
- the referee can only blow for half-time or full-time when the ball goes out of play
- a penalty kick is either scored or missed/saved and players cannot follow-up to score to stop encroachment into the penalty area.

Who has come up with these proposals?
IFAB is made up of FIFA and the four British home football associations - of England, Scotland, Wales and Northern Ireland - and is responsible for making the final decision on law changes. Former English referee David Elleray is IFAB's technical director and has overseen the document. "Referees, players, coaches and fans all agree that improving player behaviour and respect for all participants and especially match officials, increasing playing time and the game's fairness and attractiveness must be football's main priority", he said. “You could say that it is a quiet revolution aimed at getting football even better. My starting point was to look at the laws and say 'what are they for?' and if there is no particular reason then would changing them make the game better." Allowing goalkeepers to pass the ball to defenders within the penalty area from a goal kick has already been trialled in European youth matches in order to test whether it would encourage more passing rather than a long kick up field. The use of video assistant referees (VARs) at the Under-20 World Cup was deemed a success, Elleray added. "Overall the trials are going extremely well," he said. "Out of 52 games in the Under-20 World Cup in Korea there were only 12 decisions which were decided by the VAR so it is not disrupting the game. Referees are saying to players at corners and free kicks 'remember, the cameras are watching you.' Players know they cannot get away with things such as violent conduct and bad tackles". The next stage would involve the ideas being discussed at various meetings before decisions are taken on whether to develop them further or discard them.

CONCACAF Gold Cup 2017

CONCACAF announced the referee designations for the CONCACAF Gold Cup, featuring 17 experienced match officials from 10 countries within the region. These elite match officials were required to pass several assessments including the FIFA World Cup Candidate Fitness test, so that they could potentially be considered for an appointment to CONCACAF’s most important competition. The tournament will be played from 7 to 26 July 2017 in 14 stadiums in 13 metropolitan areas across the United States. “CONCACAF has selected top-class referees to officiate at the Confederation’s premier championship. These officials have undergone strenuous preparation and vetting as our commitment is to ensure consistent high-quality performance on the field,” said CONCACAF Director of Refereeing, Brian Hall. “For the 14th edition of Gold Cup, officials will be based in Dallas in an effort to maximize the training and flow of crucial information to enhance game management.” The CONCACAF Referee Committee approved the list of participants, who were reviewed and selected by the CONCACAF Referee Technical Advisory Team, a cross regional group of refereeing experts. This team includes 60 participants, 17 referees, 25 assistant referees,6 assessors and 11 members of the Targeted Advanced Referee Program. TARP referees are part of the development strategy of the Confederation to provide an opportunity of working with elite officials in order to prepare them for future competitions. Game assignments will be announced prior to each match.
