UEFA approves new principles for national team matches

The preparation of the national team matches is progressing against a background of difficulties due to the Covid-19 pandemic. The implementation of the UEFA Return to Play Protocol (Protocol), which includes a rigorous testing programme, is aimed at ensuring that matches can go ahead as planned. In addition, and based on the UEFA Protocol requirements, most member associations have managed to obtain from their competent national/local authorities exemptions allowing teams to travel to the match venue and their players to return to their clubs after their national team duty. However, positive Covid-19 cases from tests conducted before the matches may result in groups of players or entire teams being placed into quarantine and national associations being unable to field a team for a specific match, following a decision of the relevant competent national/local authority. Based on this situation and given the specificity of the national team competition matches, the UEFA Executive Committee - on 28 August 2020 - approved the following principles applicable to the above-mentioned competitions:
1) should a group of players of a team be placed into mandatory quarantine or self-isolation following a decision of a competent national/local authority, the match will go ahead as scheduled as long as the team has at least 13 players available (including at least one goalkeeper), irrespective of any other provision of the respective competition’s regulations (including the deadline for the submission of the list of players), provided that all players are eligible to represent the Under-21 or the relevant national team in accordance with the applicable FIFA regulations and have been tested negative as required by the UEFA Protocol;
2) if a national association is not in a position to field a team with the above-mentioned minimum number of players (i.e. 13 including at least one goalkeeper), the match will, if possible, be rescheduled at a date to be fixed by the UEFA administration, which shall also have the power to assign it to a venue which may be in a neutral country (within the territory of a UEFA member association) if deemed appropriate; in any event, the home team will remain responsible for the organisation of the match and all related costs;
3) if the match cannot be rescheduled, the UEFA Control, Ethics and Disciplinary Body will take a decision on the matter. The national association that is responsible for the match not taking place or not being played in full will be declared to have forfeited the match by the UEFA Control, Ethics and Disciplinary Body unless the latter comes to the conclusion that both or none of the teams is/are responsible for the match not taking place or not being played in full, meaning the match cannot be declared as forfeited. If the match cannot be declared as forfeited, the outcome of the match will be decided by drawing of lots (i.e. win 1-0, loss 0-1 or draw 0-0) carried out by the UEFA administration;
4) if any member of the appointed referee team for a match tests positive for Covid-19, UEFA may exceptionally appoint replacement match officials who may be of the same nationality as one of the national associations and/or may not be on the FIFA list.

DFB Referees of the Year 2020: Hussein and Fritz

Dr. Riem Hussein and Marco Fritz are the referees of the year 2020 awarded by the German Football Association (DFB). Hussein, DFB referee since 2005, can look forward to the title of referee of the year for the third time after 2013 and 2016. Marco Fritz, DFB referee since 2006, was voted referee of the year for the first time in his career. "The two referees of the year not only impressed with their consistently good sporting performance, both are strong personalities and role models outside of their game management. Dr. Riem Hussein and Marco Fritz have absolutely earned this award both on and off the pitch", says Ronny Zimmermann, DFB Vice President for Referees and Qualification. "The many successful appointments of our referees at national and international level in the very special 2019/2020 season made the choice of referee of the year an exciting and difficult decision again." 


Award for "successful team player" Hussein 
Christine Baitinger, responsible for the women referees in the DFB Referees Committee, says: "Last year, Riem Hussein had an outstanding World Cup in France. In the men's 3rd division she is now one of the big names. For our young referees she is not only a great role model on the pitch, but Riem's ​​personality shapes our courses and enjoys great trust internally as referee spokesperson, playing an incredibly important role. Successful herself but always a team player: This is Riem Hussein, our referee of the year 2020!" Since 2006, Hussein has led a total of 105 matches in the women's Bundesliga. As a FIFA referee (since 2009), she took part in the 2017 European Women's Championship in the Netherlands and in the 2019 Women's World Cup in France. In the 2009/2010 season, Hussein was entrusted with the women's DFB Cup final. Hussein explains: "I am very honoured to have been elected Referee of the Year for the third time. This award would not have been possible without the support of my family, my assistant referees and my sponsors over the past few years. I am very happy about this honor." 


Fritz convinces with "quality and personality" 
Lutz Michael Fröhlich, director of the elite referees, praises Fritz in the highest tones: "On the one hand there is the referee quality with which Marco Fritz convincingly directed many games, including some top games, with his personality and his high degree of social interaction, which he brings to his game management. This is what sets him apart. He is a calm person who never pushes himself into the center of attention, yet remains clear and, above all, predictable for everyone - on the field, in the referee group and in public - that's what we want to honour him with the award for referee of the year." Fritz has been refereeing in Germany's highest division since 2009, where he has made 153 Bundesliga appearances so far. In 2012 he was promoted to FIFA referee and was appointed to lead the men's DFB Cup final in the 2015/2016 season. "I was really surprised because I didn't expect it at all. But of course I was delighted when I was informed about it. You can't get such an award alone, so I would like to thank my team and the colleagues who helped me. Special thanks are due to my two assistants Marcel Pelgrim and Dominik Schaal, but also to the fourth officials and video assistants who are part of this team award", says the first prize winner Fritz. "The award for referee of the year is not comparable, not even with the nomination for the DFB Cup final. The final can be seen as a task that is entrusted with a lot of confidence in advance. With the award for referee of the year, however the past achievements are rewarded much more. So my aim is to confirm this special award in the coming season."

Andrea Lastrucci, former FIFA futsal referee and manager of the AIA section in Prato, passed away last week, at the age of 60. Referee since 1989, he directed his first futsal match in 1991, Camel Vigna Stelluti - Settimo Torinese. In 1994, he refereed the final of the European Champions Tournament in Madrid, in 1997 the final of the Intercontinental Cup in Moscow, and in 1998 the final of the 1st Club World Cup in Genk. Lastrucci was assigned the UEFA Futsal Championship final twice: the 1999 UEFA Futsal Championship in Granada and the 2001 UEFA Futsal Championship in Moscow. In his career, at national level, he has refereed 3 Scudetto finals and 3 Italian Cup finals and has totaled over 200 appearances in Serie A and 140 international matches. The referees in the First and Second Division have an employment contract and are now included into the general Social Security regime from which they were previously excluded, after signing a professional athlete employment contract with the RFEF. "A historical day for the refereeing establishment that now becomes reality after years of waiting to change the status of the Spanish referees, going from a legal-administrative relationship to a contractual relationship with the RFEF. This initiative of the places Spain at the forefront of the European and world refereeing", said a RFEF statement. Mexican referees are forced to pay for their own Covid-19 tests

According to information from Ignacio Suarez, the Mexican Referees Committee (FMF) held a meeting with all the referees that make up the MX Expansion League, the Premier League and the Third Professional Division. The reason for the meeting, which was held through Zoon, was to let them know that in order to continue with their normal work, the referees will have to pay for their own Covid-19 tests.
Arturo Angeles, Quetzalli Alvarado and Jose Santana were the members of FMF who took charge of getting the message to the referees. Coronavirus PCR tests cost 2,500 to 3,000 pesos each. The salary of a referee of the aforementioned categories is around 2,700 pesos, which means that the money they earn in a game must go out for their medical examination. This news also reached the members of the Liga MX Femenil, who will have to pay money from their pockets so that they can be scheduled each week. The FMF threatened to put out of work all those referees who do not present their test results every 15 days.

New CONMEBOL Referee badge 2020

Argentine FA directed by court to appoint a SADRA referee

The Union of Sports Referees of the Argentine Republic (SADRA) has been denouncing the discrimination suffered by its members in their appointments by the Argentine Football Association (AFA). Since the creation by AFA of its own association of referees (AAA), those in charge of the appointments suggested to referees to move away from SADRA in order to be able to referee. Those who did not agree were left without matches and are only collecting their basic salary, which is 55% less than the income they would have if they could referee matches, thus becoming a deliberate punishment from AFA toward the referees.
The recent ruling of the Labor Court of First Instance No. 30 decided in favour of SADRA in the case of Abel Marcelo Aredondo, who was not appointed to any professional match since April 2019, thus damaging his normal income for the mere fact of belonging to SADRA, and directed AFA to appoint Aredondo as referee when football resumes.

CONMEBOL referees train in hotels

One of the important parts for the return of football in South America is the refereeing team made up of a total of 83 referees and assistant referees, scattered throughout the countries of the continent, ready to referee the next 64 games that will return starting on 15 September 2020. The work of the referees did not stop during the suspension of the tournaments due to the Covid-19 pandemic, while they were training through a platform acquired by CONMEBOL that allowed monitoring and guidance both physically and technically.
A week before the return of CONMEBOL Libertadores, the referees are already at each of their headquarters, in teams ranging from four to nine people, made up of referees, assistant referees, fourth officials and international assessors. This could be done due to the teamwork of different areas of CONMEBOL and its Member Associations, Consulates and other organizations, complying with all sanitary and international measures. As for training, the referees and their assistants are in the adjustment phase, being able to get ready due to the fact that they continued with their routines mostly within their homes, adapting to the restrictions of their countries. But how will they continue with their training while observing the quarantine in hotels? They adapt according to the conditions, in some cases they use the rooms, corridors or gyms of the place where they are staying. Once they comply with the isolation rules, the referees will have the possibility of carrying out more specific training sessions on soccer fields, as the matches to which they are going to be assigned approach.

Premier League referees are due to be paid “performance-related” bonuses for the first time this season. SunSport's whistleblower Mark Halsey delivers his verdict on who deserves a top-up in their bank account following last season. 


A band - top class 
Martin Atkinson - The 49-year-old is like a bottle of vintage red wine - he gets better with age. He's No1 Prem ref just ahead of Michael Oliver after consistent performances. 
Michael Oliver (photo) - Still one of our top refs but by his own high standards I’m sure he will be disappointed with some aspects of his performance including the Villa Park goal line tech controversy. 
Mike Dean - Love him or hate him but he's another consistent performer that the PGMOL management trust to deliver in the high-profile games. Never afraid to make the big decisions. 
Graham Scott - The PGMOL wanted Scott removed from the Select Group One two years ago on performances but he won his appeal and he's never looked back. His man-management of games is up there with the best. 

B band - very good 
Anthony Taylor - Given the most number of Prem games alongside Atkinson and Oliver. Had some very good displays but hasn't officiated to his full potential given his status. 
Chris Kavanagh - Third season in the Prem and he's raised his game to another level. He goes about his business quietly and efficiently. 
Paul Tierney - Steady campaign, has a calming influence on the players, always ensures he gives himself thinking time and doesn't go looking for trouble. 
Andre Marriner - Another safe pair of hands, trusted by the management but his movement could be better to get the optimum viewing angles which will help his decision-making. 

C band - good 
Stuart Attwell - Worked hard at his game since he returned to the Premier League in 2014 after he was deselected for two years and has made good progress ever since. 
David Coote - Second full season at the highest level, he's done well again. Unfussy in his performances, accuracy in decision-making is good and is heading in the right direction. 
Andy Madley - Potential to become a very good referee after a decent debut in the Prem. He's calm, doesn't flash yellow cards around and manages the game well. Hopefully he is tested with higher-profile games next season. 
Peter Bankes - Impressive first season in the top-flight, he referees with a smile on his face which players like and as the campaign wore on he grew in confidence at this level. 

D band - average 
Craig Pawson - Had high hopes for the Yorkshire referee but mixed decision-making from the UEFA official has seen his performance level go backwards. 
Jonathan Moss - Inconsistent season due to the accuracy of his decision-making and on top of that he always seems to be involved in VAR controversy. 
Kevin Friend - Over-officious and too aggressive in his body language towards the players and that sets the wrong tone for the game. 
Lee Mason - Appointed to Select Group One in 2006 but the fact he's been given only 16 games highlights a lack of confidence from the management in him. 
Simon Hooper - Every referee finds his level, Hooper is a nice guy but, unfortunately, I believe the Prem is one step too far for him.

Former Ligue 1 referee and SAFE president passed away at 46

Sebastien Desiage, Ligue 1 referee and former President of the Union of Elite Football Referees, died this Thursday, 10 September 2020, at the age of 46. He was a member of the Board of Directors since 2013, and President of SAFE from 2017 to 2018. Born on 4 February 1974 in Saint-Etienne, Sebastien Desiage started to referee in 1991. After ten seasons in the Rhône-Alpes League, he joined the Federation that he will never leave: 4 seasons in National, 3 in Ligue 2 and 8 in Ligue 1. His last match in Ligue 1 was on 13 March 2018 between PSG and Angers, before starting his fight against the disease. Desiage had succeeded to briefly return in June 2019, refereeing the match Toulon - Ajaccio, on 16 August 2019, in the National league, as part of the recovery protocol, before being overtaken by the disease. 
Unanimously recognized for his charisma and his dialogue, a spirit always lively, open to others, communicating, an eye always sparkling and a warm smile, Sebastien Desiage acted for the defense and promotion of refereeing and referees, with remarkable progress and significant success. He has greatly contributed to the development of SAFE with an unrivaled investment, allowing it to be structured in depth, to give it visibility and then to establish it permanently in the French football landscape. Sebastien Desiage was also close to amateur referees, particularly within the Loire District and the Auvergne-Rhône-Alpes League. He was also an entrepreneur: 25 years as manager of a printing company, then founder of a human strategy and marketing consulting agency, "Les Globules". Sebastien Desiage leaves us in immense sadness. He was a colleague, a traveling companion, a faithful friend who we already miss very much. To his wife, Julie, their three children, his family and loved ones, SAFE and the referees express our deep emotion, and offer their most sincere condolences and deep support. The refereeing family is present at your side.

Former La Liga referee arrested on harassment charges

Former La Liga referee Jose Luis Paradas Romero – who officiated almost 90 matches in Spain’s top flight – has been arrested by the national police on harassment charges. Now the head of the Sports and Events section of Malaga’s city council, Paradas Romero has been arrested over the harassment of another public official, as reported by Diario Sur. 
It is claimed that the former official – who retired from refereeing in 2013 – harassed the Malaga City Councilor Juan Cassa by telephone from a hidden number over the course of three months. It is alleged that Paradas Romero continually telephoned Cassa throughout the day and often during the night, but never spoke on the phone. Paradas Romero is a member of the political party Ciudadanos – who are on the centre-right of Spain’s political spectrum – and to whom Cassa was previously also a member. The claims came to light as Cassa admitted that his property had suffered arson attacks, although no link has been made between the telephone calls and these incidents. 

Red for danger: homicide rates correlate to card-happy referees

Referees in South America are more card-happy than anywhere else in the world, handing out on average 5.83 cards per match. In Asia the refs average 4 cards a match, according to a survey of 87 divisions worldwide. 
The CIES Football Observatory report looks at the number of yellow and red cards given by referees between 2015 and 2020. The study finds significant difference in the numbers of cards handed out in countries and a “significant correlations between the amount of cards per match and many socio-economic indicators for nations.” 
The report authors find that: “The gross domestic product (GDP) and the Human Development Index (HDI) are inversely correlated to the quantity of cards. This indicates that the matches played in nations whose inhabitants enjoy a higher standard of living and education are less fraught, or at least are less sanctioned by the referee corps.” 
Football is often described as a reflection of life. The report finds that there is a statistical correlation between the number of cards in a league and the homicide rate in the country. “The violence present in a society thus seems to be transposed to football. In addition, the more citizens consider that the level of corruption in their country is high, the more referees are likely to hand out cards. This result could reflect the existence of a social climate where distrust and suspicion are rife,” say the report authors. 
They conclude: “These findings show that football matches take place under different dynamics according to the social, economic, political and cultural context of the country in which they are played. They confirm the very strong link between football and society and reveal the importance of taking into account the specifics of countries for a fine analysis of the game even in a context of globalization.” 

VAR helped clear up more than 150 errors in Spain

Carlos Velasco Carballo, the president of the Technical Committee of Referees at the Spanish Football Federation (RFEF), has hailed the success of the VAR during the 2019/20 season. The former referee revealed that the new technology helped clear up more than 150 refereeing errors in the previous campaign. "In the third year of VAR, we all can recognize that it helped clear up more than 150 errors and we recognized the errors," Velasco Carballo said. "I accept the criticisms, but what about those successes? I hope that the media will recognize them and if you repeat them, the public opinion will change. We are very excited about the VAR because we have one of the best in the world. It wasn't made to clear up all the mistakes." Velasco Carballo also stressed that due to the current situation a LaLiga SmartBank referee may officiate a LaLiga Santander match and vice versa, both as a VAR official or a referee on the pitch. 
Meanwhile, Carlos Clos Gomez, the director of the VAR Project, and Alberto Undiano Mallenco, a member of the CTA, reviewed plays in which they revealed the difference between reckless, rough or violent play. They stressed that mass protests should be sanctioned with yellow cards and explained the new features of the regulations and the modifications to the sanctions code. "The referee must describe what happens on the pitch based on evidence, never on opinions," noted Velasco Carballo. "It will be the disciplinary bodies that decide if there should be a sanction or not. The code does not punish criticism, but we are very happy that the federation protects referees with conduct that goes far beyond criticism that puts refereeing honesty in doubt. Football has to understand that the referee can be wrong and the VAR, too. We all fail [including] the players and the coaches, but we must not disrespect anyone".
